NOTE: These studies by the Better Government Association are excellent but somewhat dated. Their "Integrity Index" was published in 2002 before Pennsylvania became the only state in the nation with no law to control lobbying for nearly five years until 2007. Because other states have continued to improve their laws, Pennsylvania's ranking could actually be higher in the 2002 "Integrity Index" than it would be if the study were conducted today.
