Lame-duck session - session that occurs after Election Day - is prohibited in 38 states. That's because voters can't hold lawmakers accountable for their votes after Election Day - especially lawmakers who were defeated or who are retiring. Officials who cannot be held accountable for their actions should not be allowed to enact laws except under the most extraordinary circumstances.

Excuse: The Constitution doesn't require session to end until November 30 of even-numbered years. We should give taxpayers their money's worth by working until the end of session.
